As part of KIUC’s COVID-19 relief efforts, Payment Arrangement Plans (PAP) are available to all customers who need help paying off their outstanding balance for a limited-time at no additional cost.
The PAP is open to Residential and Commercial accounts. With the PAP your outstanding balance can be spread over a period of up to 12-months.

Equal installment payment on the total account balance up to a
12-month period in addition to current bill.
The PAP will commence the following month after the form is received and approved, and your monthly billings will consist of your agreed upon monthly installment in addition to your regular monthly bill. Each bill must be paid in full each month or you will be in default of the PAP and shall be subject to collection efforts.
Payment Assistance and Disconnection FAQs
What will happen once the suspension of disconnection has ended?
When the suspension of disconnections for nonpayment is lifted on May 31, 2021, customers will need to bring their accounts current by either 1) entering into a PAP prior to that date, or 2) paying balances in full by that date. KIUC has been encouraging customers to make payments if possible to prevent a large balance from accumulating; however, if you have been affected by COVID-19 and need assistance, KIUC will work with you on payment needs through the PAP.
What is a PAP?
A PAP is a program KIUC is offering to help customers who may need assistance paying for their electric service. It is designed to allow you to pay the balance you owe in installments along with your regular monthly bill.
What happens if I can’t meet my installment PAP obligation?
Once the Payment Plan is established, in addition to your monthly installment you will continue to incur new energy charges each month that must also be paid by the stated due date for the duration of your payment arrangement. If payment is not received by the due date, service shall become eligible for service limitation or disconnection.
Will I be able to set up another PAP if needed?
You will be offered only one PAP. Any unpaid balances accumulated after the installment plan is in place will be subject to normal operation procedures, including possible service limitation or disconnection.
Will I be charged a fee if I elect to sign up for a Payment Arrangement?
There is no fee associated with a enrolling in a PAP. Additionally, KIUC does not charge interest or late fees.
What options are available if I do not want to sign up for a PAP?
If you have a past due balance and you do not sign up for a PAP, you will be required to bring your account current by May 31, 2021 or risk service limitation and/or disconnection. If you received a disconnection notice and a payment due date extension is needed, it must be requested prior to the disconnection notice due date and is subject to approval. If you require a few extra days beyond your due date to pay and do not have a past due balance, you may be eligible for a payment extension.
If I do not pay on my PAP, will I be service limited or disconnected?
Yes, if the agreed upon payment is not received by the due date, service shall become eligible for service limitation or disconnection.
I am concerned that I will not be able to pay my bill once the suspension of disconnection is lifted. Can KIUC help me?
There are various assistance programs available to those in need by other third party organizations. These programs include:
- KIUC Charitable Foundation
Assists residential customers who are having difficulties paying their electric bill. Program is administered through Kaua’i Economic Opportunity.
- LIHEAP Assistance
The Low-Income Home Energy Assistance Program (LIHEAP) offers support with electric or gas bills and administered through Kaua’i Economic Opportunity.
- Catholic Charities
Helps families with costs such as rent, security deposit, or utilities.

How do I sign up for a PAP?
